Project description

The Vehicle Regulation Management Information System (VRMIS) is designed to provide a centralised reporting and management system for the variety of business programs undertaken by the RTA’s Vehicle Regulation division.

The system replaced outdated electronic and paper-based systems by providing an accessible and flexible means of collecting statistical data (timesheet, shift allocations, vehicle interceptions/inspections, audits, etc). The system interfaces to other business systems such as TruckScan, Heavy Vehicle Notice System (HVNS), Heavy Vehicle Inspection System (HVIS), and SAFE-T-CAM®.

A national system that monitors Heavy Vehicle compliance and road access for Restricted Heavy vehicles using satellite based telemetry services

Digital Camera Management System (DCMS)

Project description

The Digital Camera Management System (DCMS) is a system designed to manage and monitor large networks of digital cameras used for traffic enforcement. DCMS manages digital cameras sourced from a number of independent vendors by converting proprietary file types  into a common adjudication format suitable to the NSW Infringement Processing Bureau (IPB) for infringement processing.

Heavy Vehicle Checking System (TruckScan™)

Project description

The TruckScan™ system is the new generation of heavy vehicle enforcement stations, completed in June 2001.

The system operates in fixed mode at a number of Heavy Vehicle checking stations across NSW. Truckscan™ Mobile mode enables mobile usage through wireless technologies.

Business Benefits

The client has seen an increased level of offence rates and compliance. At some sites fatigue and avoidance incidents have been reduced by a factor of five whilst mass related incidents have halved.

  • TruckScan™ allows inspectors to target vehicles of interest. Therefore, freeing up scarce resources to undertake other regulation and enforcement roles. The system is user friendly and has led to increased productivity and improved management reporting.
  • Truckscan™ is also deployed in South Australia in a joint project between NSW RTA and Transport South Australia (TSA) in sharing of heavy vehicle sighting data to improve compliance across both jurisdictions.

Heavy Vehicle Inspection System (HVIS)

Project Description

The Heavy Vehicle Inspection System (HVIS) is an electronic vehicle inspection and Defect Notice issuing system for heavy vehicles developed for the Heavy Vehicle Reform and Compliance branch of the RTA to replace the existing paper-based systems. The system issues Inspection Reports and Defect Notices.

A Windows based user interface is provided for viewing inspection bookings, retrieving current vehicle information from DRIVES, printing Inspection Reports and Defect Notices, searching and viewing issued Inspection Reports and Defect Notices, and displaying inspection statistics.

The HVIS system interfaces to the RTA DRIVES system to upload Defect Notices to prevent vehicle registration.

Heavy Vehicle Ratings System (HVRS)

Project description

A data warehouse application that collates all heavy vehicle incidents from ten data sources and fifteen data extracts to produce a rating of vehicle, operators and group of operators to identify repeat offenders and patterns in offence rates and compliance.

As a result of a close working relationship between itree and RTA the Heavy Vehicle Rating system provides the following business benefits:

  • Identification of operators or groups of operators who should be audited
  • Provides a concise and accurate operator history for compliance and enforcement personnel during investigations and audits
  • Provides a risk score for vehicles and operators for on-road targeted enforcement operations using automated screening systems developed by itree
  • Provides input to the decision on the appropriate action to take against repeat offenders through an offence management business process (encompassing an compliance pyramid of escalating sanctions) 
  • Provides a vehicle and operator risk score to prioritise high volume system generated incidents from Camera enforcements systems and non-compliance reports (NCR) from the national GPS-based Intelligent Access Programme.
